The Moderate Level is established when the analysis of information obtained by the SIS Antiterrorist Centre of the Republic of Moldova and recent events indicate conditions conducive to the development of risk factors that may subsequently lead to terrorist attacks.

When this Terrorist Alert Level is established, in addition to the measures indicated for the Blue Code, the following is recommended:

  1. Whenever possible, avoid crowded public places.

  2. When in the street or using public transport, carry identification documents with you and present them upon the first request of law enforcement officers.

  3. When inside public buildings (shopping centres, bus and railway stations, airports, etc.), pay attention to the location of emergency exits and evacuation route signs for fires or other crisis situations.

  4. Pay attention to suspicious persons and vehicles appearing in areas adjacent to residential buildings.

  5. Discuss an emergency action plan with your family:
  • explain to children the rules of conduct on public transport and in the street.

National Terrorist Alert System

The National Terrorist Alert System (hereinafter – NTAS) is a mechanism for alerting and informing the population about potential terrorist threats and for organizing and coordinating measures aimed at preventing and deterring terrorism, depending on the assessed security situation in the country.

The NTAS is based on the principle of individual responsibility: every individual or legal entity is required to take the existing threat into account and undertake the necessary measures provided for by Law No. 120/2017 on Preventing and Combating Terrorism.

The NTAS consists of four levels, distinguished by four codes (represented by colours), reflecting the degree of risk according to the intensity of the terrorist threat:

Low Level
Established when information collected by the SIS indicates a low risk of terrorist acts occurring.
Moderate Level
Established when the analysis of information obtained by the SIS and recent events indicate conditions conducive to the development of risk factors that may subsequently lead to terrorist attacks.
High Level
Established when information obtained by the SIS and recent events indicate an increased risk of terrorist attacks (intentions to carry out a terrorist attack are known), but the risk is not imminent.
Critical Level
Established when information obtained by the SIS indicates an imminent risk of one or more terrorist attacks, whether simultaneous or otherwise, or when terrorist attacks have already been carried out.
