Counterintelligence and External Intelligence

In order to fulfil its responsibilities in the field of state security, the Security and Intelligence Service of the Republic of Moldova conducts counterintelligence and external intelligence activities in accordance with Law No. 179 of 7 July 2023.

Pursuant to Article 1(2) of the above-mentioned Law, counterintelligence activity consists of the set of measures, actions, operations and procedures carried out by the institution for the purpose of identifying, preventing and countering vulnerabilities, risk factors and threats, within the competence established by Law No. 136/2023 on the Security and Intelligence Service.

External intelligence activity, as provided for in Article 1(3), consists of the set of measures, actions and operations carried out for the purpose of planning, collecting, verifying, assessing, analytically processing, storing, retaining and using data and information concerning the actual or potential capabilities, actions, plans or intentions of foreign states or organizations, anti-constitutional entities or individuals that constitute or may constitute risk factors or threats to the security of the Republic of Moldova, as well as for the purpose of obtaining information relevant to national security or creating favourable conditions for safeguarding and promoting strategic interests and successfully implementing the security policy of the Republic of Moldova.
