Employment Requirements
In accordance with Law No. 170-XVI of 19 July 2007 on the Status of Intelligence and Security Officers, a person may be employed as an intelligence officer if they meet all of the following requirements:
✔ be between 21 and 40 years of age and have full legal capacity;
✔ be a citizen of the Republic of Moldova and not hold the citizenship of another state, except for citizenship of a European Union Member State;
✔ be committed to the Republic of Moldova;
✔ have the professional training, qualifications, physical fitness and psychological abilities required for the position;
✔ meet the security criteria;
✔ be proficient in the state language and at least one language of international communication (fluent level);
✔ undertake, prior to joining the Service, to relinquish membership of any political party or socio-political organization, membership of a management body or founder status in a business entity, as well as any other status incompatible with that of an intelligence officer.
The requirements concerning professional training, qualifications, physical abilities and the security criteria necessary for appointment as an intelligence officer are established by the Service’s internal regulatory acts.
Qualities We Look For
Social and interpersonal qualities – commitment to the Republic of Moldova; confidence and determination; willingness to defend the interests of the country; awareness of issues relating to the state’s domestic and foreign policy; and the ability to assess developments in society appropriately.
Professional qualities – the ability to establish and develop relationships with other people and influence them; aptitude for intelligence and analytical work; organizational skills; effectiveness at work; a strong sense of responsibility and self-criticism; discipline; and respect for the rights and legitimate interests of individuals, legal entities and public administration authorities.
Volitional qualities – strong will and character; courage, determination and resourcefulness; and, in complex or force majeure situations, the ability to take the necessary measures to resolve them successfully, including in circumstances involving risk to one’s life.
Moral qualities – honesty, sincerity, integrity and respect in relations with citizens, as well as the absence of alcohol, drug or gambling addictions.
General knowledge, development and intellect – a high level of knowledge and general culture in literature and the arts, cultural interests, well-developed intellectual interests, a desire for continuous personal development and a well-groomed appearance.
Physical qualities – a state of health compatible with and suitable for special or civilian service in the relevant positions, including the ability to perform duties involving physical and neuropsychological strain.
Duties
✔ comply with the Constitution and laws of the Republic of Moldova and respect fundamental human rights and freedoms;
✔ act competently, responsibly and with commitment to ensure national security, defend the sovereignty, independence and territorial integrity of the country, and protect and promote the national values and interests of the Republic of Moldova, even in circumstances involving a threat to your life, health or property;
✔ observe the oath taken and the professional ethics applicable to intelligence officers;
✔ properly perform the duties of the position;
✔ be disciplined and vigilant and demonstrate initiative and perseverance;
✔ comply with the principles, standards and rules specific to the activities of the Service;
✔ ensure the protection of state secrets and other restricted information, as well as the sources from which such information is obtained, and maintain the confidentiality of the activities performed;
✔ continuously improve your professional training;
✔ submit declarations of income and assets in the manner and under the conditions prescribed by law;
✔ declare any direct or indirect gift received in connection with the performance of official duties.
Prohibited / Restricted Rights and Freedoms
Freedom of movement – travel by an intelligence officer within the territory of the Republic of Moldova and abroad is authorized in accordance with the procedure established by a regulatory act of the Service.
Freedom of conscience – intelligence officers are prohibited from promoting any particular attitude towards religion or joining religious denominations that violate public order or accepted standards of conduct, interfere with the performance of official duties, or conflict with professional ethical standards. Religious worship and participation in religious rites are permitted only outside working hours.
Freedom of opinion and expression – intelligence officers are prohibited from publicly expressing views contrary to the national security interests of the Republic of Moldova or, without the approval of the SIS Director, disclosing information concerning or related to the activities of the Service.
The right to stand for election and engage in political activities – restricted, with the exception of the right to vote. Political views may be expressed only outside the institution. During the performance of official duties, the promotion of ideas that could induce officers to breach the principle of political neutrality is prohibited.
Freedom of assembly – intelligence officers are prohibited from participating in rallies, demonstrations, public manifestations, processions or other political or trade-union gatherings, except where such participation forms part of their official duties.
The right to establish or join trade unions, as well as the right to strike – prohibited.
