Previously, he has served as Anticorruption Policy Adviser to the Prime Minister and member of the Central Electoral Commission. From 2013 to 2020, he held various positions in the Soros-Moldova Foundation, including the position of Head of the Good Governance Department.
He holds a Master's degree in European Political Science, awarded by the College of Europe (Bruges, Belgium). In 2013, he graduated from the University of Academy of Science of Moldova with a Master's degree in Political Science, specializing in National Security, and in 2010, he graduated from the University "Perspectiva-INT" with a Bachelor's degree in Political Science, specializing in European Studies.
